At this point, Steven is nearing the end of the nightmare. He reflects on his neglected childhood and wants to stay a child but his inner conscience (or possibly the Curator) tells him it’s time for him to grow up. The voice at the end (his “Mom”) is actually his wife, who has been begging for Steven to come home.
