This song was written as a comment on the unfortunate mismanagement of city environments in the UK by local councils. It specifically refers to Southampton, an historic port, where much of the history is covered up and hidden behind modern shopping centres. The waterfront, now hidden behind dock security is invisible to all those without a pass. Hence, it is 'Severed from the lifeline that gave this place it's birth.' Often people blame Southamptons lack of charcter on the devastation caused by WWII bombing raids
