This song tells the story of a government worker who falls for a spy, and the lengths they is willing to go for them. A bagman is a person in charge of collecting (or distributing) dirty money for organized crime while a gambit is, in chess, an opening move in which the player sacrifices a low value piece to achieve a more advantageous position.
