The idea is such: whatever it is that infects these people never seems to go away, it just jumps from one sick mind to the next. Perhaps people are just the host of this dark evil that not even death itself can consume. We can punish and even kill the evil doers, but whatever malignant forces gives them their lust for evil just reappears in someone else.
