Hastings is on the East Coast of the North Island of New Zealand. If you knew Hastings, you'd know the reason for this song... but seriously. There was an arsonist in Hastings back in the 80's who didn't get caught (we think?) so that firebug was the inspiration for Frosty to write this song.
