I took Silco's Augment AND unlocked Ziggs. It was NOT insane.

This Ionia Trait is increased for 3 Stars so I 3 Starred ALL of them with Pandora's Bench.

I played Illaoi's Carry Augment with Bilgewater to 3 Star her FOR FREE. It worked.
