There are at least two bands by this name: 1. The Congress is a rock and roll machine. After only a year of touring, in 2011 The Congress played Wakarusa, High Sierra, Jazz Aspen Snowmass, Targhee Fest, Tall Tree Lake, and more. In May of 2012, The Congress released their debut full length album. http://thecongressmusic.com 2. A lo-fi band that released seven albums between 1985 and 1995. The band consisted of John Darnielle of The Mountain Goats and Mark Givens of Wckr Spgt. In 2004 the band got together again to record the song “Jungle Mercies” for Givens’ MungBeing magazine.
