Armed with a cell phone and a weed whacker, Pittsburgh's favorite mental patient stands ready and willing to carry a genre's burden and return the art of the prank phone call to its proper course. Sandy's Story After a violent outburst in 1992, a kindergarten teacher named Sandy Chapin went into hiding for nine years. Resurfacing in 2001, she made a series of malicious phone calls to homes and businesses in the city of Pittsburgh, Pa. Police were notified, her calls were traced, and she was admitted to the Western Psychiatric Institute and Clinic. In late 2003, Chapin escaped from Western Psych and quickly went to work as a smuggler-for-hire. With a load of stolen babies in her trunk, she set out for California. After starting life anew, an incident involving some stray water balloons caused Chapin to snap in the streets of Compton. In July 2004, she was convicted on multiple counts of child smuggling and first-degree murder. Sandy Chapin is currently serving a life sentence in California's San Quentin State Prison. Though information is scarce at present, rumors of parole eligibility and a potential federal pardon have been circulating in recent weeks.
