“Red Asphalt” was a series of extremely graphic American public-safety films from the 1960s–70s that showed real accident footage to discourage people from speeding. “Signal 30” was a radio code used by the California Highway Patrol to indicate a traffic accident involving a fatality. Within the context of Red Asphalt, the title refers to the moment when a fatal crash is reported over police radio.
